Who lived here??

I found this little nest on the ground underneath one of my tall conifers today. It is small and perfectly formed, made from old bits of conifer, wool, possibly some of our bunny Lily’s fur and feathers.
Does anyone know what bird could have built it? Is it too small to be a blue tit nest?
