Now available and free with your PS subscription and has a multitude of options, filters and tweaks.  (Addendum: Free, & for iPhone & iPad)
I just downloaded on my phone. And you choose the filters ‘before’ taking the photo.

I would like to use outside, in-the-field, until I commit. But the few minutes I played with it in house shows it has a lot of promise.
