Baby bird

G picked up this baby outside today, assuming it had flown into the window. Usually they are dead or don’t last very long. This one has held out for several hours and is ruffling it’s feathers but I don’t know if it’s legs are working. I’m keeping it warm and giving it drops of water but haven’t tempted it to eat. Any helpful suggestions would be gratefully received.
