Rain or Not To Rain

I really don't think that the weather can make up its mind today. One mintue its bright, quite mild and sunny, the next its over cast, cold and trying to rain.

I've notice within the formation of the clouds, that there seems to be a man casting a glow or spell with his hands. Can anyone else see him ?
