Silly or plain stupid?

Several road signs for bicyclists in our area are very confusing.
Normally road signs point physically in the direction where the places on the sign can be found.
So, imagine you drive with 25 kmh (my speed on a bike), see the sign with the name of the place you want to go and you head for the direction of the sign.
Totally wrong! I had to full stop several times already and turn around to go into the direction of that little darn green "arrow".
Probably it is just a silly way of signaling directions, but I personally think it plain stupid.
