Marmite art?

I am usually pretty decisive, those who know me might say dogmatic (but that would be rude of them), when it comes to art. I know what I like and what I don't like. However I am strangle ambivalent to this statue in the Mailbox, Birmingham. The statue is named "URBAN" and was inspired by someone form the Princes Trust. I'm not sure if the artist is trying to convey that the heart rules the head of this individual or if the meaning is totally lost on me.
