Damselfly?

Found this little chap floating on the pond today. He was kind enough to stay put whilst I went inside to get the camera.
Judging by his shape I am guessing that he is a Damselfly although I have never seen this stage of development before and Google isn't really helping. The top half was remaining static but his lower half was waggling about.Is this the stage before they climb up my plants and wriggle out of their cases? Can anyone confirm this?
