Why

Why was this bolt put into this rock? There are 2 bolt's actually and the rock is large, like the size of a coffee table. The rock is about 50 feet back from a bluff overlooking river valley. There is an historic military fort nearby and my theory is that it may have tethered a defense canon. I have a big imagination so I don't know if this is plausible?
