Horologist

At first sight it could be Clock Shop then when you look closely its Shop by the Clock. Its opposite or local Town Hall Square which not surprisingly has a Clock Tower.
I think it would be more interesting if it was a clock shop.
A classic case of a non prioritised Blip Day doing admin in the morning. Followed by cycling to the swimming pool. Meet people on the high street.
Then as can be expected the bad light and rain sets in.
