Is this planter, artwork or both?

I've been walking past this for a few days, and what first took my eye is the curve on the frame. The whole thing looks more stylish to me than anything made in Britain. Is it Dutch, do you think? I could ask the owner but that seems like cheating.

I love that everything is green, tyres and all, and the plants just round it off as a scene stealer.

Anyway, look at the weight of that tubing. And no gears. You wouldn't want to ride it up any hills, would you? And everywhere from here is uphill.

Best as it is, sitting there to be admired.
