Roof Terrace

Went shopping in Perth today with my compact camera in my bag in case of a blip and just happened to look up (through the rain!) at this interesting building. I must have passed it dozens of times and have never noticed the railings on the roof before. Is it a roof terrace or just a decorative feature? Also liked the tiny opening window in the diamond shape - how cute is that?
