Tree in my yard

This tree in my yard has a history of being cut back to a stump, and then growing back.  This all happened before we lived in the house but people have told us about it and occasionally someone just passing by will tell us they remember when it was just a stump. I'm not even sure what kind of tree it is. Every spring it gets these pink flowers, and the branches bend down like a willow.  It's a survivor.
