Smoking is Silly

I wasn't in much of a blip mood so wandered around the block looking for something silly.
The town at 5pm was very quiet. In desperation I went to the "Office" where I found Mr isbi and Wally indulging in the silly practice of betting on the races. 
I also spotted this even sillier person smoking. So that's it.
