Art?

After having helped a friend of mine, I passed through the garden to my car and this thing caught my eye. Is it a piece of art or some practical thing that I can't work out or is it just something waiting to go in the bin. I didn't ask because I thought it could be the blip for today. Opinions anyone? I'll ask tomorrow.
