Police Horses - and Pooh!

Walking back to St Paul's past Postman's Park and there were two lovely police horses.  Then I walked on a bit and there was some pooh.  No bag to take it home for the garden, but I did rather cheekily wonder if there was a requirement to tidy up in the same way as dog owners have to?

If there is, it would be hell for the Household Cavalry!
