Charity gem

When looking for a Valentine's present I found this in a charity shop. (We usually get naff gifts for fun). R loved this last. It's very small, maybe child sized. It looks pretty old, possibly Victorian, and is beautifully crafted. I would love to know if it was made for a particular person.
