Too bloody cheerful by half

Don't know why he's in such a good mood, but he has been annoying the rest of us (the grumpy ones) all evening with his bumptiousness and general joie de vivre. It has been said (you know who you are) that there is a happy, blonde family that he really belongs to who are missing him.
