What was the Artist Thinking?

When I left my daughter's house this morning I drove through the small city of Lake Oswego; there are many art pieces along the main street. I didn't plan on photographing this statue but the one I planned to shot just didn't photograph well. This one had the local flower shop in the background and I thought that might look nice. I couldn't quite figure out what the artist was trying to say with this figure, the hands seem so strange ; I thought it was a little silly......please don't tell him that I said that. I am sure it has some great meaning......do you know what it might represent?
