TB or not TB?

In order to apply for/stay in the university accommodation in Korea Ben needs to produce a certificate to prove that he doesn't have tuberculosis, which in the Korean literature provided says requires a chest X-Ray or a skin test.  

There is little helpful information on the internet about how to do this in UK.   Trying to organise this has been his day, it went like this:

1. I rang the Linton GP surgery to ask for advice.  
- They can't talk to me/advise me as I'm not Ben. 
2. Ben rang the Linton GP surgery to ask for advice.  
- They cannot give him any information/advice as he is no longer registered there,.
3. Ben rang a private Hospital in Cambridge. 
- Yes, they do x-rays every day and can do it tomorrow for £180 but need a referral.
4. Ben rang the GP surgery he's registered with in Leeds.
- They can't give him a referral without an appointment (despite explaining that he's 160 miles away and the x-ray is required because he doesn't have TB).
4. Ben rings private Hospital who confirm they can do the x-ray tomorrow but it will now cost £250 without a referral.
5. Ben talks to friend in the same position who has identified a clinic in London that will do a skin test for £80 but he will have to travel to London to attend twice, once for test and once for results.
6. Ben finds out that he could also have a blood test to prove he doesn't have TB, and that the private hospital can do that.  So could the GP?  But  needs to find out if Korea will accept this as proof.

What a palaver!
