The "Icebreaker"

The boat of the harbour authorities was going around and around in Oslo harbour all day, preventing the cold water from freezing to ice and thus stoping the traffic in the harbour. However, the boat stopped its activity when the working day ended. The cold water then get a chance to freeze to ice until tomorrow morning when the working day starts again. May be the ice will be too thick for the "Icebreaker" then?
