Recycle Bicycle

I popped into town after my walk and noticed this young man riding this tricycle with big bins on the back. He bikes around the town and empties all the rubbish bins. I asked I’d I could take his photo, and mentioned I hadn’t seen him before. He said it was only the 2nd Recycle Bicycle in New Zealand , the first is in Queenstown, and he only started work last Friday. It was great to see him doing his work - no big trucks, just his tricycle. 
Is this common overseas?
