Does anyone know?

At my office I have this strange device. It's hanging against the wall between the heating and the window. The lever can be set in three different positions. The position on the pic is called: Lukket. In dutch that means: do you succeed? Probably thats not what lukket stands for. It doesn't seem to do anything, no matter in what position the lever is on.
