Rubbish Excuse #3

Chucking rubbish on the floor is my absolute pet hate.  This pile in the car park was particularly annoying as the sign on the fence says "Rubbish Excuse #3: it's the council's job.  You don't keep street cleaners in a job by dropping rubbish.  There's no excuse for littering."
