Neatly trimmed or massacred?

This hedgerow has recently received its Autumn "trim" by a tractor with a flail attachment on the back. All the clippings, including many woody stems, are left in the side to rot down and during heavy rain some are washed into drain covers to block them up. That apparently is progress!
