HELP from gardeners please

This shrub in my neighbours garden is dying and slowly creeping along.
I'm not sure what it is but has lovely blue flowers.
Anyone know what the problem could be.?
Yesterday he said it looks like it has been sprayed with something but it wasn't me :( 

The nasturtium climbing up is mine but that's not the cause.
I'm feeling a bit iffy today not caused by the flu jab.
Last night I went pushing Church leaflets out.10 doors along I tripped and went my full length on the concrete path.
I came home and bawled my eyes out for half an hour.I think it was the shock as I'm not soft.
I'm aching and my knees are scraped but I'll live.
The rest of the leaflets  will have to wait until tomorrow.
