Order or Statement of Fact?

I read it as an order when I saw this. Dogs! Pee here! Then I noticed the apostrophe. Is it a warning? Dog's pee here. Could be. 

Ha ha.

Shelly and I took a long walk in an area of the interurban trail we hadn't been on before. We walked home through local neighborhoods and that's where I saw this.
