Quality Tattoos

Got up early again today to drive Uber.  Had a bit of a break between fares and saw this place.  This is not the kind of place I imagine houses a tattoo parlor.  

Of late, I have been thinking about the word QUALITY, and the use of the word here in the United States, and maybe elsewhere.  In advertising, we use the word quality to mean good workmanship or materials or whatever.  Quality is not good or bad.  It is just a rating system.  Milk that has sat our on the kitchen counter for a week has quality - bad quality.  I suppose this tattoo artist isn't comparing his workmanship to anything as bad a curdled milk,
