Invasion Force?

Found 2 empty buses at Newark beach.  Then we saw 4 RIBs racing ashore from the back of Copinsay.  We later learned it was not as sinister as it appeared.    They apparently came from a cruise ship.  The buses were to take them to jon the ship again when it docked at Kirkwall.  
We haven't yet found out why!
