Angel of victory

Too often we walk along city streets and don't look up. If we did we would see incredible examples of architecture like this angel playing pan pipes.
It stands on the roof of the building in Sauchiehall Street that now houses 520 night club, formerly the Velvet Rooms I think.
I can't find any information on the sculptor but apparently the pan pipes are meant to symbolise victory.
