Red tape

Germany loves rules n regs.  I called by our local DIY shop on my way back from keeping cool in the mall, I need more bug spray for my roses, it's kept under lock and key and you usually have to explain exactly what the problem is and listen to a lecture about where and how to use it.  Today apparently one of the key masters was ill and the other wasn't due for another 20 minutes, if it had been five minutes I could have wasted that easily, but 20 minutes in a DIY shop (and not even a big one with interesting stuff) I came home chuntering under my breath.
