Free citizens (Freie Bürger)

I am passing this house frequently, but have no idea what‘s behind the slogan on the house wall. Translated it means:
The inhabitants of this house are free citizens. They consume as much electricity as they consume.

Today it looked even more interesting with the Tesla parked in front of it.
