Red

A window ledge having seen better times.  A very common sight in Havana.  

Today is National Pet Day...reminds me of the many dogs running around Havana with red collars.  If the dog has a red collar, the State will pay any veterinary bill for illness/accidents.  So many dogs that do not have red collars...
