This is inscribed on the entrance to the children's playpark in Pittencrieff Park in Dunfermline. I knew it would be something to do with Andrew Carnegie because he gifted the park to the town and in Dunfermline any quote is either by him or Jim Leishman. It's actually from the writings of Herbert Spencer who is worth checking out on Google, or indeed in a book.
