Ferry fuel and water lines

We were on our way to the city this morning to pick up some things, and I was looking at these out of the truck window. I have no idea what they are, but my hubby, who's a pretty knowledgeable guy, said that they were fuel and water lines. The ferry service here is amazing - I must admit I'm one of the ones who grumbles about the cost and complain about those who don't see it as an extension of the highways. I rode on a ferry to work for about 19 years and there were only 2 times that I can remember that I couldn't make it home because of weather.
