Morons

Who does this sort of thing? 
A short run on my way to work, and I encounter this on the lane. This small road is almost completely blocked by a dumping of what looks like waste asbestos roofing. Left for somebody else to clear up. Vehicles are forced off the road to pass, damaging the verge and destroying the drainage ditch.
Someone thinks it's ok to do this; I doubt they'd feel the same if it were their locality; society's scum. 
Anyway, it was a wild, windy and wet run, completely invigorating.
