Hamburgs West

Has an enormous amount of very beautiful houses. It is said that the British planners of the bombing of Hamburg during WW2 spared these quarters as they wanted their officers to live in these houses. Then they had been built for one family, now they are worth millions and very often rebuilt into 3 or 4 apartments.
Is this Art Deco decor? I think it is earlier, like 1880.
