Traffic Hell

When I went out this morning at 6am it was fresh, crisp and dry. I returned 45 minutes later to fetch 2nd dog and there was a bit of snow starting to fall.

45 minutes after that I got into my car to head to work. It is around 2.5 miles from my home to my place of work (I drive as I need to come home at lunchtime and sometimes use car for work)

I parked my car 75 minutes and 2 miles later, having sat stationary for some time. I walked up the hill (on the right) into "my one street" (on the left)
Why were the roads not prepared for this?

Why do people drive so poorly?
