British Values

Lincoln College displays these banners, presumably summarising what that institution considers to be "British Values". At first sight it is encouraging to see an educational institution recognising the importance of "values". The four values listed are:
Democracy: equality and the freedom to elect leaders.
Liberty: freedom of speech, individuality and choice.
Tolerance: accepting and respecting beliefs and faiths.
Rule of Law: accountable to and protected by the law.
I would like to think that these declarations have been presented to stimulate debate, but I fear that they may have been displayed with the confidence Moses had in the words chiselled into his stones.
Would anyone like to explain to me what exactly is exclusively "British" about any of these no doubt admirable "values"?
