A Biennial commission as part of a series of anniversaries - 10 years since Capital of Culture, 20 years since the first biennial and 30 years since The Tate opened in Liverpool.

It's a striking thing that was drawing lots of attention and, as readers will know, I'm generally a fan of public art, I'm all in favour of this.
