Eugene Police Belt Buckle

I spent part of the morning in the Eugene Police Department Building.
Fortunately, I was only collecting an official report and, while waiting, enjoyed the display of memorabilia in the waiting room showcase.
I liked the fancy western rodeo style belt buckle, but don't know its significance.
The extra photo shows an early polygraph (lie detector) patented in 1941.
