Willow Bay Herb? Or Triffid?

Nippy fingers on the ride in to work. Usual headwind as well.

On my lunchtime walk, I noticed this willow bay herb looking a bit worse for wear. Or is it a baby triffid?

Cool ride home, still with a breeze. Its still dry and sunny though.
