Health and safety

I bought 3 Venetian blinds , Which cost nearly £1000 .
I can’t reach them to use them .
Because of the danger of Children strangling themselves . The Law is they have to make them like this . I’m told.
I have to stand on a chair to open them .
Where is the health and safety in that .
Had to share .
