Gridlock

The bus at the front of the queue would appear to have broken down. He's sitting with his hazzard lights on and the driver is running up and down the queue talking to the other drivers. The other buses are stuck because there is a central reservation so they can't even go around. Let's hope not too many more join the queue before it starts blocking up the area (!)
