Spiky Flowers--?

These blooms in a neighbor's garden are very striking, but they baffle me. Any opinions?  
Next day: perhaps Veronicastrum virginicum.

I'm also posting an extra, of a bit of late sun shining through to our stairs--I like the shadowy nature of the image. In the center is my small camera.
