Boom town

This is Belfast City hall - an amazing building which dates from a time when money was no object; when Belfast - and cities like Liverpool and Glasgow were the Shanghai's and Guangzhou's of their day: boom towns where populations rocketed and anything was possible - hardly seems believable now!
