Spherical blobs

What are these things? Are they animal or vegetable? I feel I should know.

I'm sure I've seen them on old oak trees before (I think this was a young oak tree), but I'm also sure I've seen wasps emerging from them. They're hard shelled, almost woody. A prize* to the first kind blipper who identifies them correctly.
