Red sky in the morning

We are having the most beautiful sunrises, and with them very strange weather. In the middle of winter the day temperatures have been around 29 deg C. We are back to wearing summer clothes!
However, there is a warning that the weather is going to change.
Our drought in the Eastern Cape continues - dam levels are now only 19%, and stricter water restrictions have been enforced. Where is the rain.
