Can someone explain how buy-to-let mortgages and HMO licenses in any way help solve the shortage of housing and curtail the inflation of house prices? Edinburgh is being hollowed out, and our housing stock is falling into disrepair (ask many students or HMO tenants about the quality of their factor/letting agent and the condition of their flat or tenement).
