Should the train STOP, Go Slow, or Go Fast

The turnout is set for the siding; green indicating a clear track, amber regulating the turnout speed , and red showing an occupied main. Minutes after this photo a train entered the block. Shortly after it cleared the crossover another train came up the main to the single track.
