Every picture tells a story

I've to admit, that I've no idea, what is the story behind this shoes. 
Every year around carnival a new pair of shoes appears at this tree. 
(Four pairs until now)
Is it a strange tradition?
Is it a prank?
No matter what, my friend and I call this tree the "Mary Poppins-Tree" :-)
